missing data addition  (United States)

On the missing data reports section, would it be possible to add a report that has info about missing legislative data on the organization worksheet?

I am trying to update my community organizations with their congressional districts. I have 2 problem groups:
 

1)       The out of state agencies

2)       The community organizations that cover several counties and really do not have a permanent home (for example the transportation stakeholders group.)

 
Any suggestions on how to correct those to get them removed from the missing rdata report?
